Improved tooltips in the States Device view.

• Added tooltips to IO devices.
• Resolved an issue where tooltips were showing incorrectly for devices in comm loss.

Restricted the ability to save on list dialogs until the list has been fully populated.

• On large systems, it was possible to add a person before the list fully loaded resulting in several people being removed from the group.

Improved Bluetooth settings dialog to provide feedback when the device is attempting to connect via Bluetooth to the reader.
