Concerning potential issues of privacy, what is the need for Location services when managing touch io readers?

For devices with Android 6.0 and above, installers need to have location services enabled in order to configure reader settings. Installers are the only individuals that need to have the location permission granted in order to do Bluetooth Low Energy (BLE) scanning; location services don’t need to be enabled in order to scan for readers. End-users don’t need that location permission enabled since their devices only need to use BLE notification.

NOTE: Neither Location Services nor location data are used in the touch io application; the location permission is only used to access the BLE scanning APIs (Application Program Interfaces) which is required by the smart device operating system.
