The Cloud Node (RCNE, RCENW, RSVR, or legacy CN) requires an internet connection to allow access to programming the system.
If your Internet connection is down, but your local area network or WIMAC connections are still operational, the Cloud Node and attached Controllers will still continue to function with the local copy of the database. You will not be able to access the Cloud Node in any way (i.e. make any changes, view live events, run reports...) until internet access is restored.
NOTE: If the Cloud Node doesn't power up properly (there is no red light from behind the shroud area), make certain that none of the wires are shorting out, including the battery connection cables. This can cause the main board to not power up.
